Key Responsibilities (excerpted from the link above):

  • Lead statewide implementation support for the World Languages K–12 Learning Standards (2015) by actively engaging in efforts to integrate and align professional learning and technical assistance supports across subjects and major statewide initiatives and oversee revision of the standards as needed.
  • Oversee all efforts related to implementation and required reporting associated with the Seal of Biliteracy.
  • Provide technical assistance to districts interested in implementing the model policy and procedure for competency-based credits for World Languages.
  • Lead agency work related to World Languages assessments and competency-based testing, coordinating with school districts; external professional organizations, such as Washington Association for Language Teaching (WAFLT); testing companies, such as Avant Assessment; and other key regional and/or statewide stakeholders.
  • Provide input to the Professional Education Standards Board (PESB), as requested, on teacher certification and endorsement issues related to world languages and bilingual education.
  • Serve as a content advisor and/or lead (when applicable) with assessment system supports (alignment, implementation, and communication) for the assessment component of the state’s kindergarten transition process, the Washington Kindergarten Inventory of Developing Skills (WaKIDS); classroom-based, OSPI-developed assessments implementation and revision; and system-wide education policy issues (i.e., graduation credit and course requirements; competency-based credit policies; pre-service teacher endorsement competency development and/or revision, cross-crediting rules/ guidance and policies).
  • Provide technical assistance to schools and districts in designing PreK–12th grade language programs, including support for early language learning in conjunction with state-funded full-day kindergarten programs and WaKIDS.
  • Identify, develop, and maintain professional learning resources that show how world language standards support state learning standards in other subject areas.
  • Work with internal OSPI Teacher Principal Evaluation Program (TPEP) experts to provide guidance to World Language and Immersion teachers on teacher evaluation resources, and its connection to national efforts that support educator effectiveness, such as Teacher Effectiveness in Language Learning (TELL).
  • Serve as the agency lead for international education communications, including hosting visitors from other countries at OSPI, responding to international inquiries about Washington world languages resources, working with the agency counsel to facilitate friendship agreements with other countries, representing OSPI at events hosted by international groups, and building relationships with Washington-based international organizations, including, but not limited to, the Confucius Institute.
  • Build and maintain relationships with language and culture advisors stationed in Washington (i.e., Confucius Institute of China, France, Germany, Japan’s Hyogo Business Center, and Spain). Work with these groups/individuals to clearly define the scope and role of OSPI by linking it directly to student outcomes.
  • Act as liaison to external education-based world language organizations, such as the Washington Association for Language Teaching (WAFLT), Washington Association for Bilingual Education (WABE), Dual Language Washington, University of Washington Mapping and Enhancing Language Learning (MELL) project, etc.
  • Manage the world languages budget, including grants/contracts or other funds unique to the office (as applicable).
  • Maintain, revise, and develop (as necessary) World Languages and International Education website information and resources, and issue regular communications to the world languages education community via GovDelivery.
  • Respond to constituent inquiries, emails, and executive correspondence.
  • Prepare legislative reports and OSPI bulletins as needed in accordance with agency timelines and processes; complete project reports and/or briefings as requested.
